City of Hill City Wastewater Facility Upgrade
Environmental Assessment
The City of Hill City was in the process of upgrading their aging wastewater facilities to assure continuing capacity for existing customers and to provide for future growth. The City contracted with MATRIX Consulting Group, Inc. to conduct scoping for the Wastewater Facilities project, based on the land application option and NEPA requirements. Several agency meetings with Forest Service, SD Department of Environment and Natural Resources, City of Hill City and MATRIX were held to discuss the project, scoping process, and other options. Several options were discussed including land application on private land, Forest Service Land and treat and discharge into Spring Creek. MATRIX facilitated a community “open house” to present the options and receive comments from the community.
MATRIX developed the Environmental Assessment with the preferred alternative of treat and discharge into Spring Creek. Other options such as regionalization, evaporation, and land application were considered but rejected.
