Charter Development

Dr. Chapman co-chaired a 39-member Planning Group, comprised of Missouri River basin Tribal leaders, State representatives and non-governmental stakeholders, to recommend a charter to the Secretary of the Army to guide the operations of a proposed Missouri River Recovery Implementation Committee (MRRIC).  After meeting for several months, the members of Planning Group forwarded a charter for MRRIC, designed to “provide a collaborative forum for the basin to come together and develop a shared vision and comprehensive plan for Missouri River recovery.”  (Charter Preamble)  Signed on July 1, 2008, the charter has guided MRRIC in its actions and recommendations, which are made by consensus of its broad-based membership.
